Will our national parks, monuments, trails and conservation/wilderness areas be considered "infrastructure assets" or are they already known as such?

Remember: when federal dollars are injected into infrastructure assets they become subject to Executive Order 12803, signed April 1992 by then-President George H.W. Bush. HB 2252 (re: international ports development < https://www.azleg.gov/DocumentsForBill.asp?Bill_Number=HB2252 >) has been proposed in the Arizona legislature. I suspect that HB2252 meshes with land issues (below) and signifies that Arizona is a big target for NAFTA Superhighway activity via projects connected with the CANAMEX Corridor <https://www.canamex.org/> and River of Trade Corridor < https://www.rotcc.org/>. Both are major international routes designated to run through Arizona. At the intersection is Tucson -- the site  for an international inland port called "Puerto Nuevo," The City of Tucson transferred responsibility for the inland port project to TREO ( < https://www.treoaz.org/TREO/media/docs/City%20Inland%20Port%20memo.pdf >). If I'm right, eminent domain, toll roads, surveillance, and tax increases (for highways) will be major issues throughout Arizona, just as they have become in other states dealing with international corridors and inland ports.
